Banished Cell quest bugged

For the last 3 days i have been trying to do the dungeon "Banished Cells"
I can start the quest but when we kill the first "boss" nothing happens and the npc stays trapped.
When trying to continue the dungeon we can kill the rest of the "bosses" but we cannot complete a single step of the quest and so it is impossible to complete the dungeon because we cannot activate the end-boss.

I tried this four times today. The NPC just stands there at the start, and never walks down to free the prisoner once we kill everything.

same here, since launch day it hasnt been working. @ZOS_GinaBruno‌ is this being looked into? i see a ton of threads about it but im not seeing much from you guys.

I am the only one from my guild who has completed it, it seems. So it might work for a few people, but for the rest it is not working.
