I think you need to elaborate a little bit more so whoever is reading can understand your suggestion.Maybe crank the public dungeon bosses up to ten and script some knock backs and movement into them. The GM solution requires that a GM be available. If there is then yes.

What economy? You can't sell to anyone but your guild, even assuming you have a guild with a guild shop, let alone a guild with a keep if you want to sell to anyone else.
You can try:
Log-out, then wait 5 seconds on character screen, then login.
This can put you on a different server instance, and those people will be gone.
Although you might find more people at the next one, or less, or none at all.
Public dungeons on a megaserver.. you will find other people doing what you are doing, this is not a single player game.
What would you want them to do? make the spawn 30minutes long for
every public dungeon boss?
Then you will be in here complaining about someone just killed it and now you have to wait 30minutes to kill it again anyway.
Personally..
I would like to see GM's patrol the instances randomly to spot check for botters.
If they nerf the spawn or the drops and or add a system so you don't get loot from the boss in public dungeons, then it hurts the players, the bots will always find something else to abuse for whatever reason anyway.
A GM who does the "rounds" of helping players be eliminating botters at these places would be far more beneficial.
