No, what it is pointing out is that you can't have multiple shields of the same type cast on you and have them "stack" - they replace the existing shield, and always have. This is the justification that is being given why the new behavior (healing absorption) for this set will work in the same manner - won't stack from multiple sources.

Damage shields from multiple sources cannot be stacked. We want healing absorption to follow this same ruleset.

It's not in any patch notes.
Edit:
If this were the case then they would invalidate every weapon enchant that grants a shield or item set bonus procced shield or group shields.
It would be a very bad idea.

Oh, so this was possibly a misunderstanding of the same old "you can't have 2 Hardened Wards on you at the same time" rule that already existed. That makes sense and is ok as it already works.
