Correct me if I'm wrong but frozen device doesn't understand what mobs you want to pull so if skinrai adds happen to go past your frozen device they get pulled to you.
I use silver leash when on warden in vmol, the warden pull is just not useful plus it takes too long.

Magden suffers from not having enough damage skills... especially ice damage skills... lol Morrowind promotional... Make Frozen Device the defacto Tank skill and make Frozen Retreat the dps morph. Example: Frozen Retreat reworked into an ability that does burst ice damage, applies an ice dot, and roots targets that run over it (up to 3 targets per rune cast) in addition to placing a synergy (one that doesn’t disappear until ability is recast) that players can active to gap close to you (Frozen Retreat morph specifically reduced to one trap at a time to prevent trolling people with huge damage from triple trap stack)... Retreat is frankly awful in its current state as it is the support morph but with tank functionality... what tank is gonna stand on the back lines to pull allies out of danger? This ability should be reworked into a dps utility ability as stated above so that Magden gains more options to play as a cryomancer and so they can gain access to more cc in the form of area denial

DoT AoE Root, where have I heard that before? Oh yeah, gripping shards. Sure that does leave out burst dmg and a synergy from your list but seriously just need to add a heal to that for most of skill ever. Can't have it all in one. But yeah the retreat thing is not really a big thing and never seen anyone use it, but your suggestion was over the top. AoE ice dot trap would have been enough.

The whole skill needs a rework imo.
