Unfortunately it seems it will indeed be a crown store exclusive. Item datamine reveals it only exists as a crown book, with no ingame pages/book.It's the style used by Blackrose weapons. Possibly it will be released after the Q1 2019 DLC, much like all dungeon and trial motifs this year were released after the subsequent update to the one that added the content to begin with, and be made available at the same time for purchase in the crown store.
The only thing I would want is the Sabre Ice mount which will probably be an Apex mount so never going to get that.
I'm sure it won't be among Apex or Radiant rewards - luckily it doesn't match any of other datamined mountsI guess it will be either limited time offer during New Life festival (I would say I'm 100% sure), or (very less likely) in Legendary tier of next crate season during New Life festival. I really think it will be just limited time direct sale though - because next New Life festival should give us awesome free Crystalfrost skin which perfectly matches this mount!

They always change stuff around. Like when you go to Windhelm, the area that was an alchemist shop in Skyrim is a private home in ESO. And now I have the sudden concern that if we ever visit Riverwood it WILL look exactly the same as in Skyrim...and never mind there are a thousand years between then and now and absolutely no reason for wood buildings to be in the exact same place and the exact same setup for all thousand of those years.
