I don't understand the PvP community to be honest, to me it's clear that something has to be done.
Everytime I went to IC it was empty, some nights I felt lucky if I had two or three pvp encounters per hour, wandering around looking for people and not finding anyone was boring, so I don't go there anymore, if I want to pvp there are better places to do it right now.
If reducing or even removing the penalty and adding a static gain of TV per kill incentivates more people to come to the area I would be happy to see it happening. All I want is more people to fight, I could care less about the amount of TVs I earn fom killing them or about the amount they lose when they die.

He’s not wrong; the reason this happens in a poll like this is because some of your options are toatally off base & run counter to the basic purpose of the zone & most of the discussion as a result boils over to “change this b/c I hate PvP vs. PvP happens in PvP” - the first sentiment is whining and the second is just common sense. This kinda poll attracts a lot of whiners & for those that remember the glorious IC of days past remember it was this kinda QQ that got IC changed for the worse permanently as it became tuned around PvE farming & flags were introduced: it’s a dead unfinished zone for reasons not included in this poll, and it’s a zone that’s neglected all year until the event when ppl come out of the woodwork on the forums to complain that they had to engage in PvP whilst doing PvP, then the event ends & these threads disappear til the next year when someone not prepared for PvP dies, loses their tel var then goes onto the forums to throw temper tantrums at other players for playing the game as designed.

Losing an additional 30% of your stones because someone happened upon a lucky KB somehow sucked less as a PvP'er than as a PvE'er? Flags ruined the PvP aspect of IC by killing large battles and offered only extra PvE incentive with more Tel Var gained in alliance controlled districts. This was on top of changing the loss of Tel Var from the original 80% by player down to 50% instead, granted this came as a result of NPC death getting increased from 20% to 50% as well. Hell, it was harder to even do the PvE content back then because everything was actually dangerous. In truth, it was catering to PvE that caused IC to be nothing but a gank spot since the PvP side of it was nerfed into Oblivion and the PvE incentives, outside of Hakeijos, where easily obtainable elsewhere, leaving a small niche purpose for both parties and leaving a shell of a DLC as a result. Most of us PvPer were content to stay in the Arena District and fight amongst ourselves for hours on end, having Dueling Tournaments and so on while every other district was pretty much dead and free to farm (occasional A-hole gankers aside). Now, it's not worth it to fight each other in open combat and the PvE incentives are too few to care about.
Return IC to its launch day status and I'd be happy

I agree. Next time the subject of needing a new dedicated pvp dlc comes up as it always does we can point to the failure of IC as a reason to dismiss the idea.

There should be a loss cap (which there is and was) and it should be based on damage done that contributed to the PvP death, not arbitrarily lucky timing or BS stealth and tag once mechanic.
Do 1% of the damage contributing to the kill, only earn 1% of the loss cap. The rest can go into limbo, for all I care, if 99% of the damage came from NPC enemies. There'd be less interest in earnings by gank and more interest in actually having to engage your enemy. Some would still do it just to troll probably, but the earnings potential would be greatly diminished without a proper fight.
20-60 minutes of someone's time wouldn't be undone by someone lucky enough to show up at the last minute.
(It would be analogous to getting crowned Emp for landing the 'killing blow' on the 6th keep after just trotting into Cyrodiil, vs the person that actually had to top leaderboard first.)
The method of determination of who gets kill credit is BS and always has been, in Cyro, in BG's, and in IC. Why do you think so many people complain of kill steals, lack of kill credit (during Mayhem), and things like Mages Wrath?
It's not necessarily that people mind legitimately losing stones. It's that it's ridiculous when someone else can gain 1/2 of them for simply pulling off a single light attack before you drop.

This would do two things. 1) It would disincentivize PvPers from farming PvEers just trying to either complete the story or try to get some TV in their own ways. 2) Incentivize PvPers to go after one another for greater TV loot pools and still have that sense of "I just put your *** in the ground and have the Tel Var to prove it! So suck it!"
But hey, ultimately, at the end of the day IC is a desolate, aggravating, hard to access area that even an entire event didn't motivate the community to get into. It can change radically or it remain the same empty, annoying, Nightblade landscape.
Either way, I lose nothing.
How much you lose should be dynamic based on how much the person/people killing you are holding.
You shouldn't lose any when someone who has none of their own to lose attacks you.
NPCs are fine at 50%

2x = 30%
3x = 40%

It makes gankers either play it safe, or also risk big losses. No more sitting around with empty pockets waiting to win the lottery.Not sure why all the PVPers are advocating to keep a dead place dead... Like, surely activity is what PVPers want right?
