No one cares about the time to resurrect an ally.
ZOS can change Kagrenac's Hope 4th and 5th bonuses to the following and by doing so a new magicka sustain set with fine damage will be born:
New:

(4 items) Adds 833 Spell Critical
5 items: You are imbued with the hope of Kagrenac. When You deal damage, you have 10% chance to increase your magicka recovery by 350 for 10 seconds.
5 items: You are imbued with the hope of Kagrenac. When You deal damage, you have 10% chance to increase your spell damage by 400 for 10 seconds.
What? Kagrenac has been a staple in organized PVP and progression groups. It certainly has its place and is definitly not underused.
Well maybe some use it, but I still consider it's 5th bonus useless since most of the time the 25% faster resurrection isn't used.
The 25% faster resurrection is not making a lot of difference.
One can slot better sets and achieve much higher stats.

The set is really neat when you don't do much damage and get pounded on a lot (dolmen, public dungeons and the like).

Only if you focus on the rezzing part and not the part where it's almost as much spell power as Julianos, but with a more well rounded 2-4

I proposed to change the 4th bonus too.
Also, the 5th bonuses I suggested would have changed the set to magicka sustain+good dps set rather than bad-low average dps+with supportive resurrection.
The 10% chance would have proc much more often due to it being calculated per every attack which inflicts damage the player is dealing.
There are too few magicka sustain sets and too few good magicka damage sets currently and what I have suggested was an hybrid of both
Your new kagranaces would be like old bone pirate but on steroids, the 10% chance means nothing if the duration is 10 seconds and it procs on all damage. You would also remove a set than many people have crafted with the expressed purpose of reducing rez time. As it stands right now, Kagranac the only crafted sets that people wear in trails.
You basically take a set and turn it into something completly different. It would be like changing vicious death to proc on your own death.

As to the 10% chance being a bit too strong, it can be changed to only proc on direct damage. Also, it can have a cooldown like: This effect can occur once every 15 seconds.
Eh, there are a bunch of trash sets in ESO. Trying to decide which is the most underused is difficult, because most likely a lot of the sets posted here are actually not used by anyone at all.
If I had to pick one, I'd say 5 piece Night's silence: Why waste a 5-piece bonus when you can just get that as a Vampire?

Do you PVP? I use Kags on my Templar at the moment. Combined with the Cyrodiil rez passives and the Templar’s rez passives, you get people up SUPER fast. It can make the difference between your group/zerg wiping and turning the tide.

hahahahahahahaha...oh my goodness - I've passed over these set pieces sooooo many times when clearing bank inventory and deconstructing...
I keep thinking to myself - there has got to be some kind of build this will work on...
plus, it kind of sounds cool: vampire cloak...
no doubt, if I'm still even playing - come 2019 I'll still be wondering if there's a way to use it (other than for mats)...

I would argue it is the crafted set ashen grip.

Not very viable for any build, doesn’t compete with other comparable sets like way of fire or red mountain.

Yes, this is without any doubt the most ridiculous set.
If you stay in sneak your blade one shots every target anyway.
If you are getting caught your damage increase is useless against all guards.
Back in the day, when I had absolutely no freakin idea what I was doing in this game, how to do it, and why you shouldn't do different things you shouldn't do...I made a medium armor regen set for my tank with the centerpiece being Oblivion's Foe (not the full 5 pc cuz that was just stupid). No one told me I wasn't supposed to use it...yet I got my first nDSA clear wearing it.
Go figure!
