Tevalaur✭✭✭✭✭I can't read the article. I'm stuck in a never-ending age verification loop although I'm plenty old enough and was able to read the crown store showcase just fine yesterday.

edit: was this purely random or was something fixed? Is there any zone/way to fight ONLY minions, or is this just a dream ?
I know it is only a game etc etc, but it really hurts me the nonsense of the alliance war, while there is such a terryfing plot of Manimarco...
In a few word: it is possible to do only PVE in Imperial City ??

You will encounter PvE monsters in Imperial City, and it is possible to only fight them, but you risk running into enemy players who will probably try to kill you if they see you. Your safest bet is to grind Daedra in the sewers near your alliance base, but keep in mind that (especially during the event) there may be enemy players lurking close to bases to catch tel var farmers unaware.
You will benefit from the double tel var drops during the event if you choose to grind. But enemy players will take half of the tel var you're carrying if they kill you. You also lose half of the tel var you're carrying if you're killed by monsters. It's a good idea to return to your base to bank tel var periodically.
Since you seem to be interested in the story, Imperial City does also have a pretty engaging quest line, but I would advise doing that after the event when the population is lower. ✭✭✭✭Just wanted to post some of my thoughts on the imperial city dlc after playing it for three days leading up to the event and for the event(almost ending) on a medium PVE character(gathered 200k tel var so far):
It is actually good that the imperial city is located within cyrodiil, and that is hard to reach when a certain faction is winning in cyrodiil. It annoyed me at first, but thinking about it, it is actually a good thing. However, the imperial city population per faction should be displayed next to the cyrodiil full population. So players can make a fair assessment where a certain faction is mostly located. Cyrodiil or imperial city.
Pvpers had the upperhand in this event, as a pve player I got killed over and over... this to me seems fair as the pvp players worked for it for the entire year(s) to get geared for pvp. I've actually had quite a few fun battles against pve-ers(10ish), where sometimes I won and sometimes I lost. But it was really fun! Also the thrill of avoiding enemy players.
Since the imperial city is both a pvp and a pve zone, I was missing a few pve things within the safe zone: Horse trainer, daily quest starter boards and a daily quest turn in spot. This because when your faction is losing in cyrodiil, it becomes basically impossible to return to the imperial city.
Due to the imperial city dailies being started in different locations(districts), it was hard to keep track of which daily quest was already completed. I actually had to write it down to remember. My opinion is that dailies should start where they start now to keep players out in the districts, but there should be a note in the safe zone with all the districts on them, and crossed off which districts dailies have already been completed for that day. So not to start the daily quests, but only to show which are completed. For convenience sake.
Each district has 3 block bosses. When I was stealthing past an enemy player to avoid them, one of those 3 block bosses spawned right on top of me! I did not overlook the boss, as I was walking the direction that boss normally walks(big ogrim). This ofcourse took me out of stealth and with both the boss and the player attacking me, I lost half my tel var stones.
Wandering 3 block bosses in the sewers should only attack when attacked. Due to the corridors being to narrow to avoid them.
Imperial city daily quests should always drop this amount of tel var stones, with 200 per daily it is basically not worth it.
Everything else seemed good to me, was a fun event!1
