I have an 8 core PC but when I try to change MaxCoresToUse.4 "-1" into .5 ''5'' it reverts back to .4 ''-1'' when I log into the game. Anyone know what am I doing wrong?

It sounds like you're saying you changed the .4 at the end of MaxCoresToUse.4? Dont do that.. just change the part in quotes

There are indeed some occasional random delays present at times (not just noticeable at wayshrines btw) but those look more like the usual (temporary) server-side bottlenecks because of overpopulation. ZOS server team is no doubt all over it but get prepared for some more of that as summerset is launching on the other platforms and then a few weeks for everything to stabilize fully.

It's a matter of convenience. If you know what you are doing, there is no harm in setting the file to read only. When a performance patch comes out (like this one), simply delete the file so it can rebuild.
Yes, I confirm that micro-stuttering is fixed.
As I typed performance is the same as before Summerset except:
1) All 4 cores are used (Core i5-3470).

no improvement at all. CPU is a few years old but still solid on most things I throw at it. ESO's poor optimization and memory leaks are just hilarious when you look at other AAA titles.

Some patches will cause your settings file to "forget" settings.
Other times, you could accidentally change an in-game setting, that will reset your custom changes.
There is no harm in setting the file to read only. It saves you from having to redo settings.
Way worse for me before it ran smooth no issues no crashes no fps issues
After is continually crashing, fps issues everytime i teleport anywhere.. Ping jumps to 1000 on zone changes never happened before summerset..
certain areas walls disappear and i can't see where i'm going...

While well-intended, this can often lead to problems because no two people are likely to have the same PC hardware, so if you have modified your UserSettings file, we definitely recommend letting the game make a new one for you. We only recommend changing those settings if you have a solid understanding of how it will impact your machine.
If you've done all of that, and you're still not seeing any improvements, it may well be that your CPU is not your limiting factor with ESO, either because you have an older graphics card, or because your graphics settings are high enough that the GPU time becomes the bigger factor. You can try changing those settings and see how it looks and feels for you. Shadow Quality and Reflection Quality tend to be the heaviest factors. It may also be that your particular hardware combination doesn't see as many improvements as others because these changes won't affect everyone uniformly (as evidenced by the wide range of reports about the changes).
We're still working on performance improvements in a variety of areas of the game, in the meantime we appreciate all this feedback and information. And thank you all for your patience while we work to resolve these hitches/micro-freezes.

This is the only bad I have seen with the patch. Performance in general has been better to the point I re-enabled SLI for the first time on ESO in like 2 years.
Edit: Did have some model rendering issues since Summerset though but just assumed it was broken textures. This was the day all the lag was occurring in Cyro though.
