Even if jumping provides no actual benefit, i am in favor of making jumping cost stamina simply to stop that annoying jumping prick behavior you can see all over cyrodiil nowadays.

I jump a lot when I need to swap bars and stay moving because I'm on console... not sure I should be punished for that. Also don't think I should be penalized for jumping over little pebbles or a blade of grass that my character for some reason can't just walk over.

... why haven’t you re-mapped your weapon swap? Way easier! I weapon swap with R3 on PS4 and crouch with my left directional button.
That aside, yeah, don’t see why there is any need to add a stamina cost to jumping. If seeing other players jumping is “annoying” to you, then I don’t know what to tell you. Personally, I’ll be annoyed by things that actually matter (e.g. people who queue as damage dealers for vet dungeons while being incapable of doing more than 10k damage).

Add that ESO has some aim assist so jumping will not help much avoiding hits, granted the aim assist has been pretty buggy after homestead and gone on and off.By that logic swinging any weapon, even staff should consume some stamina. Casting skills, even magicka ones should consume some stamina ( its not easy to do these moves 70 times in a row irl, try it out). Just leave jumping alone. Anyone can jump, be it sorc, DK or a nimble nightblade. Any changes to this would break ESO some more.
