Fishing in ESO is heavily RNG based, and a definite grind. There isn't any real difference from using any of the 2 different types of bait, unfortunately - again the RNG is so strong that it is pretty much purely luck based.
I have been fishing on several of my past toons, but have only recently decided to go all out to get all the achievements on one char. I so far have AD and EP completed, and am working on completing the rest.
The only real advice I have for anyone fishing is to do it as they natural go through zones questing, to reduce the feeling of grind. The way I have gotten most of my fish have been from forcing myself to fish at every hole I pass - it takes discipline and it not always fun, but it's gotten me this far in my journey
I have been in debates since PC beta, wanting them to tweak how fishing works, but it has never been touched - and most likely never will. So we just have to live with the killer RNG.

Thanks for the advice, unfortunately I have done every quest, this is a real late game activity for me, it is just about grinding through it.
I will do it, I don't have much to do on my main other than grind fishing, Trials and PvP

I've heard fishing in groups helps increase the catch rate of rare fish, but the only thing I've seen of this is a faster closing of a fish hole. I've not personally seen any improvements vs. going solo. The game isn't really too clear on what constitutes a "group" to raise the chance. 5? 22? The entire player base of ESO? Who knows.
There's also a legendary drink titled "Hissmir Fish-Eye Rye", which helps identify the fish in the water. Not sure how useful it is. In fact, I don't think I've personally ever seen the drink or the recipe. Huh.

I have fish eye rye, i have used it a few times you can see the holes like the keen eye passives for crafting and it tells you what type of water it is, though it doesn't say "lake, river, ocean, foul" like the community know of the types of water. it just says "fresh, salt" ect.

How do you make gold from fishing?- Those rare fish I caught are all character bound.
