That doesn't make any sense when it's dealing physical damage to scale off Magicka.
With the change to now count 2 handed weapons as two pieces there's really no compelling reason to keep trying to make dual wield work on a Magicka character. None of the dual wield passives do anything for you except the very last so you're just giving up damage and sustain to get one more enchant.

- Vampire's Bane (buffed by fire staff)
- Puncturing Sweeps (buffed by lightning staff)
- Purifying Light (buffed by fire staff)
- Unstable Core (one component buffed by fire staff, the other buffed by lightning)
- Jesus Beam (buffed by fire staff)
Not to mention Burning Light, which is buffed by neither type of staff. In order to buff my spammable without nerfing the rest of my kit (and in order for one of my class-defining passives to have any boost at all), I have to use dual wield. So I will completely miss out on the buff to staves and light attacks, unless I abandon core parts of my class toolkit.
Many PVP magDKs and magwardens could tell you a similar story. We strongly need an alternative to inferno and lightning staves for PVP that is friendly to the 3/5 magicka classes that aren't ranged.

What I really want are new enchantments that change the element of your weapon, so you can have a sword that deals fire damage instead of physical, scales with spell damage/magicka and recovers magicka on heavy attacks. Likewise, poison staffs might be fun, too.
Enchantment didn't get an update since Imperial City over 2 years ago. Alchemy got new ingredients with Summerset, and the other professions get new stuff almost every patch.
But it seems ZOS is adamant to reserve stamina weapons for stamina builds and staffs for magicka builds.

We should both get what we want, you get your elemental enchantments like you described, and I get some that benefit stamina builds ... a set of enchantments that changes fire, lightening and ice staffs to deal Physical, Poison and Disease Damage ... also, maybe 'earth' damage can be physical ... boulders falling from the sky, earthquakes ... yea, that would be nice.
