I think this would work in any mmo, /PvP with a counter of 5 mins when you want to switch back to PvE.
Sad part is that in this game the stealth and one-shot mechanics would ruin it for most part as most people would be hidden. And of course the lag makes it less fun, but even in SWG there was rubberbanding all over the place.
I see a potential there for accidents. What if I'm doing a quest with my friend and a group spills over fighting into the area where we're fighting and I do an AoE heal on my friend and it happens to hit just as PvPers come through?

I think some people would enjoy it however it would cause additional sever stress that honestly this game doesn't need right now. In addition they would need to make additional revenue so would you as a PvP player be happy to buy it as a DLC? It of course would need to then work vice versa if you wish to PvP in open world then I should be able to stay in PVE mode in cyrodiil so I can do my quests and skyshards in the comfort I'm not going to get 1 hit but the latest gank build.
If the server Is unaffected, It's an opt in service across all of Tamriel and ZOS makes money off it then I'll be ok with such request if it doesn't meet these 3 requirements then I'd rather it not be added at the moment

im not and i still dont think its a good idea. i played on pvp servers for wow and swtor.

I don't hate PvP at all. I just am not particularly interested in it. I know a lot of people aren't. This game is not meant to be a sandbox game and to try to turn it into one would see a mass exodus. This is a franchise game, with story lines for questing. A sandbox game usually is lighter in questing/stories and far more aimed at players essentially creating their own content via PvP or RvR. Both can be great fun but this one has already been crafted as non-sandbox.
Please, don't assume that because someone doesn't PvP that they hate it. That just fosters more of a divide which helps no one.

I assumed you were just describing SWG and not suggesting those rules be applied to ESO. Because they are horrible guidelines for ESO. The only part that is reasonable is "Don't type /PvP"
Healing people shouldn't pull me into PvP. If I cast a heal after jumping off a wall in town to take a shortcut and someone fighting gets healed, not my problem. Either they get a free heal, or people with /PvP enable won't be able to get healed by people without it turned on. Heck, someone with /PvP turned on should get healed by anyone else ever because they would end up getting healed by the person who they are fighting based on how zones work now. An how is grouping done at world bosses by two people with PvP turned on? So people turn on attack mode for individual player targets?
PvE people will continue to kill NPCs and it should have no bearing on PvP flags whatsoever. First of all, there is a DLC built around killing NPCs. There are dailies. Those can't get taken away from PvE-only people. Second, people not interested in PvP should not lose any benefits from the current justice system. PvP should be about the enjoyment of PvP, not about PvE content and systems pushing people into PvE.
In ESO, there are no sides to pick in PvE zones. There have never been sides in PvE. In an AD zone, you are AD. In a DC zone, you are DC. In an EP zone, you are EP.
I could see a DLC zone that had some sort of PvE/PvP hybrid going on, but I have no idea what that would look like. If it is a DLC, people will just have to accept that they can get ganked, like with IC.

Not always.. some games make poor decisions with PvP flags and invites etc and the PvPer abuse it till you logout..
