I'm afraid so, you can get the vouchers from the crown store for free during the event, they will start the quest.
They don't work outside the event.
The real question though, why the heck are they sell-able?
This scam could have been easily prevented by not letting people sell them.

I've met a lot of really nice people playing ESO. Hope you don't let this ruin your experience. I just found a purple BOE worm cult ring on an alt I dont play much (clearly) and put it in a trader last night. No idea if it will sell, but there is some cool stuff sitting forgotten out there.
ZOS definitely needs to be careful about what can be sold, but at the same time, there are people that like weird stuff like this. In ZOS's and the sellers's defense, if 100k is a lot of gold to you (it's not to a lot of us), you should be sure about what you are buying when you spend it.

I appreciate you putting up for sale non BOP dungeon stuffs.. sometimes, players just don't want to have to deal with RNG. I wish all the dungeon stuffs were BOE.

Email support. They will restore gold in some cases (not sure if they will in this caae, but it's worth a shot). This is partly ZOS' fault as expired items shouldn't be sellable.
Just note that the first response you get will usually be automated. Reply to it (even if it says they can't restore the gold) to get a human response.

@UglyBunnyCu, I hate to tell you but I don't think this is a scam. I have read topics of people in ESO that are completeists. They buy old worthless out of date items just to have them. So that being said you might want to relist it for what you paid for it. The saying goes that one mans trash is a another mans treasure.
