It's a tactical business move on ZOS' part. I suspect it will only apply to the pre-order offer to entice newer players who may feel like buying both chapters is too expensive.
As a long-time gamers, I've seen this happen before. It's nothing new. You paid to play that content when it came out, os you didn't have to wait until some deal like this came along. That is your perk. Not happy? Fine. From now on, just sit and wait for the best possible deal whenever new content comes out.

As the title says, are you upset that Morrowind is now sort of free for pre-ordering Summerset?
I think ZOS should of given those players who already had purchased Morrowind something else in its place. Morrowind was not a DLC but an expansion. But that is not ZOS's way of doing things. To them screw the players who had bought Morrowind earlier. So those players who are new to the game or those seasoned players who did not purchase the Morrowind expansion now get two for one. To all you players who held out on buying Morrowind smart move. You saved some bucks.
No, I'm not upset. I care, but I'm neither upset nor over the moon happy about it. I pre-ordered Morrowind before it was released. I didn't give any thought to the idea that it might be available for crowns or for free after a certain amount of time. I pre-ordered Summerset today with the same mind set. I want it, I bought it and come May 21, I'll be able to play it. I'm also really excited about it!
