I don't think that the problem is people are "afraid" to queue as tanks or healers, especially not because they think some people queuing as DD won't meet your standards.
It's just that fewer people like to play tank or healer so there's less of them around to queue.
If anything we get the opposite problem - DD queuing as tanks or healers because they know the queue will be shorter and lots of people are happy to do dungeons without a tank/healer.

I like to play my tank, but i am very annoying by the queue, only about 1/2 the dd meet my standard from queue, since a group need 2 dd, it is not always the case the decent one can carry the garb one. At the end, about 2/3 the groups i got lack dps.

Good thing your standard doesn't mean squat...
Absolutely no to priority queues. That is some of the most unfair *** in any game. "Well, because I'm new (casual/don't care about being great at games/have something wrong that keeps me from playing like elitists want), I have to wait for 90 minutes to get into a dungeon group. I think I'll play something else." Let's not come up with more ways to alienate people, this game has more than it's share of problems, and isn't really on an upward slope to be able to push new and old players away.
Healers will.have to keep dummy targets healed

Reason is very simple, many decent players are afraid to queue on tank / heals because they don't want to get grouped with way sub par dd.
By giving dd 2 different queue time, this will not only force the dead weight dd 'git gud' and also encourage folks to queue on tank and heal (because shorter queue for tank / heal and way higher chance to have enough group dps)

Anyway all this will accomplish is ostracizing newer players/casual players by making their queue times as DPS even longer while shortening the queue of veteran players. Causing more vets to queue up as DPS (instead of tanks) due to this 'priority' queue. These 'scrub' players are either going to complain/simmer about their long queue times (Not good for your product) or they're going to figure it out: "I should queue as tank if I want to do anything!". And flock to the Tanking role.
This wouldn't cause 'decent' players to queue as tanks. It'll cause them to queue as DPS. And cause newer players to queue as Tanks instead. (Oh hey, I can get carried if I Tank, since I'll always get paired with good DPS). Which is arguably a good thing? But this already exists. I have around a 10s queue time whenever I Tank, even on normals.
All that really needs to be done is to give the players a little hint that the DPS roles are likely to be oversaturated. The idea of a priority queue in my opinion is heavy handed. A better method would probably be better visibility of the average queue time for a given role (which was implemented a while back, but seems to have been removed).
On the topic of you yourself getting good DPS, being a veteran player means experiencing a lot of what the game has to offer, and that means using guilds as well. Find a group of people who are as passionate as you are, and group with them, you social 'scrub'.

As someone that is not capable of 30k dps no matter what I do because I'm an Argonian and my hands are too arthritic to maintain a DPS rotation, I would love to have Stormproof DPS players get priority queues. I'm WAY too tired of trying to PUG DLC dungeons and seeing people that have no right to be there delaying our clear for upwards of 20 minutes.

Sounds like a typical sub 10k dps, i must have kicked hundreds of these by now.

Healers? Your special queue backfires on them as well.
The problem is the fakes more than anything. Various ratings systems have been recommended, 'certifications,' if you will.
Then when you queue, you'd have the option of choosing the range you'd be willing to accept.
I'm all about helping, but people should be geared for the job.
If you're trying to PuG things like Scalecaller, you're kind of getting what you ask for.
A title from one specific content with change that.

It is stormproof dps priority. Tank and heal no change. Mb for not mentioning it in title. Would love to see your real opinions on just dps prio.
in all mmo's dd's have longer w8-ing time then a tank or healer ...
first ZoS should solve the fake tank and fake healer que's...each player should play they class / spec...if ZoS will make a proving grounds for healer, tank dd spec and if u take a spec at the proving ground u stick with it if u want to change from dd to tank u need to do the tank one, if u wish to spec from dd to healer u need to do the healer one if u wish to roll back to dd u need to do the DD one....and no for free put price on it... only the first one for free then if u wish to change it again then put a price on it 50-100k gold then u will see there will be no more fake tanks and fake healers in groups .... yea this will not solve the long que for dd's... they could add cross platforms que as some games has already...make different que for DLC and non DLC dungeons...or add a option like in other mmo's premade groups where each players can start makeing they group or where they can sign up to a another premade groups....like in WoW...

I am reminded of an excellent Jack Nicholson quote:
You know, I think I understand what you're like now. You're very beautiful and you think men are only interested in you because you're beautiful, but you want them to be interested in you because you're you. The problem is, aside from all that beauty, you're not very interesting. You're rude, you're hostile, you're sullen, you're withdrawn. I know you want someone to look past all that at the real person underneath but the only reason anyone would bother to look past all that is because you're beautful. Ironic, isn't it? In an odd way you're your own problem.
This is somewhat off the mark I realize. But top tier "elitist" players complain endlessly when content is too easy and doesn't require their mad skillz and deeps. So then the content is increased in difficulty to satisfy their complaints . Then they complain that the average player is not good enough to roll with them in the dungeon finder. So in an odd way you're your own problem.

if that was a thing my Mag sorc would be permanently a pledge tank. I would not be paying 100k fee every time I go farm motifs with guildies. Besides, tanking is not that hard anyways as long as you have taunt. I habe already tanked almost all pledges in HM (scale caller and bloodroot HM not done yet) with a MagSorc and my friend challenged me to tank vHRC with a magsorc in medium armor. I had to kite the last boss around the room but other than that, it wasnt too bad. Got 59K score.
Besides, queuing as a fake tank allows you to swap to dd in case your dds suck. I really enjoy watching the healer and dds to die at Urtah the Legion in CoA II and then solo it to show them how bad they are
