Make it for everybody but I would like guild wars personally. Two guilds can declare war on each other and attack each other without penalty.
If you're not in a warring guild and you attack someone you become criminal and get a bounty placed on you. Bringing about bounty hunters and opening up a ton of open world PvP aspects. In order to become a bounty hunter you would need to purchase whatever dlc it comes with.
From a new player's perspective it can even drive people towards PvP. You're minding your own business, killing this monster for a quest, when all of a sudden 30 people from two rival guilds swarm the area. A huge battle just spilled into relatively calm territory and it can be exciting to watch.
For daily PvP there could be a bandit faction and a bounty hunter faction. You pick up dailies for each that send you to a specific zone in the world. As a bandit you're rewarded for killing people and as a bounty hunter you're rewarded for killing bandits.
I think this would add a lot to the world and gameplay. It would also open up and make zones more desirable to go to.

Did you read the entire post before you voted? No one would be stuck in town unable to leave... Simply turn your PvP flag off and head on out...
As to lag, it wouldn't really be a big deal in most cases. The world already limits the amount of people per zone into phases. This would mean guilds would need raid groups formed for them all to be in the same phase together fighting. Which in turn pushes other players not pvping into a different phase when they load into that zone. I get your point. I did say it wouldn't be allowed in town though and I get that it means places outside of town would become brawl zones, but what effect does it really have on You? ESO already had dueling wizards, bandit traps, etc that occur randomly in the wild, what would be so unimmersive about guilds fighting or two vestiges killing each other? Cheating is irrelevant and isn't what this topic is about. If you don't want to PvP then simply don't participate, but going into any PvP you run the risk of hackers, wouldn't be exclusive to this system.
I'm serious, I feel like people just vote on impulse without reading the post or considering how the game works. To each their own though. Was wondering why there are so many no votes, looking at these posts I'm starting to see why....

eso is about the same 95% pve and the smallest of margins for pvp , so therefore pvp is actually a niche in both these mmos and eso has been helping pvp along , all said and done hasent worked in many mmos .
pve rules period , pvp is nice and eso iam know will give lots of love and attention as they have been doing , you have to be patient with pvp a simple bug fix can take many months and hen there is a trade of .

Just turn off the PvP flag? How about I just turn it off in the middle of the fight so I don't lose? Or how about I just turn it on right after someone else just got done fighting and their health is low so I can gank the living crap out of them? Because if you can just turn it off and on, those things WILL happen. And being trapped in town isn't about PvP tag on or off, it's about high leveled players blockading towns. As in Vet 200+ sitting outside Davon's Watch. You won't be able to PvP unless you switch gank, which is a PROBLEM.
As for lag, it ALREADY lags when a handful of people are dueling in town. And you seriously think that 50+ going at it won't cause more? Lag is a big problem in CYRODIIL, an area DESIGNED for PvP, and now you want to make PvE zones unplayable too? Yeah, people immediately vote no because THIS IS A BAD IDEA. There's no consideration necessary. Open world PvP is ALWAYS a bad idea. The only people who think it's a GOOD idea, are those who have NEVER experienced it.
And as for "not considering how the game works", look at yourself. We already have complaint upon complaint about lag in the already designated PvP zone and you're suggesting something that will only COMPOUND those complaints. You add lag inducing PvP to every zone, the game will be literally unplayable.
