zassasaurus✭✭✭I am having this issue (PC NA), using keyboard and mouse to swap. I have it on different characters with different weapons, who have and haven't changed weapon appearance at the outfit station and both with and without addons (completely removed addon folder, not just disabled addons).
As mentioned by someone else, when I weapon swap my fps drops by about 20 then goes back up again. I tried setting my textures to low as mentioned in this thread and it appears to have fixed it.2 -

Can confirm that this works. It's ugly, but it works.
PC/NA, M+K, mostly default keybindings (~ to barswap), using two staves, my magblade is broken but my Templar healer can swap with no issues with high textures.5 -

nekura✭✭✭This happened to me before the patch, but game is almost unplayable now. Ping is "only" 118ish, but my FPS has dropped quite a bit (yes, Full screen).1 -

Also experiencing this same bug, and the above fix worked for me.
I also use LUI and a few other addons, and tried both disabling them and completely removing my addons folder, and still experience the bug. I tried to repair my game, too, as I heard that that worked for a couple of friends to fix it, but it had no effect for me.

✭✭✭I don't use LUI or whatever, just PC with keyboard and mouse, 100Mb/s optic fiber with 58ms. Bar swap delay, lightning staff light attacks remain stuck 3 times as much as before this patch, so after a fight I cannot mount or anything until I shoot some random spells on the empty floor.

I, legitimately, had a 10 second count trying to swap bars on my stam knight earlier. And, yeah, if anyone is in the vicinity of me, I'm looking at a 6 second swap time.

No, it's not a "major issue." It's flat out unplayable for the content I was doing yesterday. Literally unplayable.4 -
