Well... I’ll put it to you like this, OP...
A few months back (I think it was pre-Morrowind actually), there was a WW player in 1 of the end-game trial guilds I was in. I mean, this player brought this build into anything that he was invited to. VAA, VSO, and even VMoL. Now mind you, I don’t know if it was the build or the player’s overall understanding of mechanics and all that jazz. But, this guy would always be 1 if the first few people needing a “rez”. And in pretty much every boss fight. Without fail. This went on and on, until whenever there would be serious runs (leaderboard runs and the like) — he’d not be invited. He’d be kept in the dark about such things, and people would give him the run around whenever he’d be asked why he wasn’t ever invited to said runs.
Time went on, and well... I don’t know if he stopped playing the game or what. But, we stopped hearing from the guy entirely just about. I don’t know if he dropped from the guild, was removed, or what. But, I just know that he just up and disappeared 1 day. And we didn’t hear from him again.

Sustained dps is the issue as our burst is ridiculous. You have to realize spamming Howl of Agony without weaving light attacks will drain your stam way to fast.
A lot of the good werewolf players on here are just total beasts as far as skill goes. So we learn to make a slightly underwhelming ultimate work.
If y'all wanna run a Vet dungeon with some op werewolves I'm on Xbox.

Good to hear you are having fun in Pve with your wolf.
I think werewolf fear, needs to effect bosses off balance.
I think fear needs to not disperse the enemies it effects.
I think werewolves need to be able to rez.
With the change to how off balance works next patch we will see a really good boost to our sustained dps with super improved heavy attack return.
Really it comes down to what they bring to the table for the group. Feeding frenzy? Major brutality? Really the werewolf needs to offer a buff or a debuff not currently available or easily accessible for the group.
I think something like minor vulnerability after a heavy attack would be the flavor we are looking for.
Another avenue that could be interesting would to significantly lower the damage from their bleed, and then allow the buff to stack to x amount of times. Lowering the burst potential of the werewolf, but making the stacks do up to X damage once fully stacked making more Werewolves deadlier as the stack adds quicker due to being shared with other wolves. Over all increasing their dps in longer duration fights.
In PVP the powerful building bleed would be naturally countered by night blade's cloak (reset the stack), and templar's cleanse. Stam wardens, and stam dks already have tools in their kit to deal with wolves quickly (Poison damage & Dawnbreaker).
