Because having PVE stuff in Cyrodiil gets people to try PVP even when they hate it. That's a fundamental part of the way ZOS designed Cyrodiil and it works.

Hi. I came to ESO from Skyrim. You know, that single player RPG? This was my first MMO. I was a pure PVE player. When I came to Cyrodiil for the first time, it was for the fish.
That's right. The fish. Master Angler, that most PVE of PVE achievements. Oh how I cursed ZOS for making my EP character ride all the way down to AD's gate in order to get those ocean fish. It was awful.
It was weirdly fun too. All that sneaking and hiding and hoping I didn't get caught. I got my first kill too. I was fishing alongside Lake Rumare and this DC nightblade jumped me. They were a vampire. I was a Dunmer MagDK. Burning Embers FTW!
But that wasn't enough. I left PVP with my fish for Master Angler and I was never coming back.
Except I needed those skyshards and for that I needed to get behind the enemy gates. Except I needed the delve bosses and the town quests and that meant playing in enemy territory.
Eventually I went to PVP for real. I ran solo and died. I ran with the zergs and died. Slowly I got better. A couple organized groups took me under their wing. I found a guild i liked to run with. I started to PVP regularly.
A year later, I can run solo, small scale and with an organized raid. I PVP several nights a week on PC/NA Vivec, that server's most competitive campaign. I've led PUG groups on occasion. I'm by no means a 1v1 or 1vX champion, far from it, but I enjoy myself and I've come a low way from the purely PVE player that I was.
ZOS designed Cyrodiil to include PVE content because they knew that given their druthers most PVE players would never ever set foot in a PVP zone. I certainly would not have if I hadn't wanted those fish, and then those skyshards and those delve bosses. The system works exactly as intended by expecting that players will experience ALL of the game to get certain achievements and thus they experience PVP as well. Not everyone enjoys the experience, but some of us, myself included, stick around. PVP has been enormously rewarding for me and I would never have tried it if ZOS had designed Cyrodiil differently.
ZOS' goal was to make players experience ALL of the game if they want ALL of the rewards. They succeeded.
I absolutely hate PvP. I'm a very casual player with shoddy response time for anything more complicated than "don't stand in the bad". Going into Cyrodil for quests/shards is stressful, and I don't bother on any character that isn't my main.
I think making a PvE Cyrodil would be a terrible idea. There is absolutely nothing that you *have* to go there to do. It's a unique zone and it makes the quests that are there feel very rewarding. I don't get ecstatic about finishing up other zones, even the DLC ones, but I am literally dancing in my living room in my skivvies when I finish every quest and shard in Cyrodil. If you take that away it wont feel any different than any of the other 18 or so quest zones.
looking at @Iccotak post got me thinking and it'd be nice if could have a Cryodiil that is just way it is now but for PvE server. that way people could do the quests, dungeons, anchors, skyshards, and the capital without having to deal with pvp stuff. For the PvE Cryodiil server just turn off AP for Imperial City if can turn off Telvar Stone. Other then that wouldn't need change a thing for the forts and all that just create a PvE server choice for Cryodiil.
hey I have nothing against pvp and dabble in it myself and do find it enjoyable for the most part. Wasn't trying to take away from it, perhaps for myself I should have been more in depth as it would be a nice place to do role playing Cryodiil without having to deal without having to deal with pvp. I mean creating a separate sever with the others that was non pvp doesn't hurt or take away from pvp.

Letting PVE players get those things in a PVE only zone such that they never have to come into a PVP zone is in fact taking away from PVP. It takes away a vital mechanism by which some players experience PVP at all. I never would have come to PVP and eventually found out that I enjoyed it if ZOS had a PVE-only option to get those things I needed from Cyrodiil and I'm far from the only player for which that is the case.

so people who want nothing to do with pvp should be assed out then? lol I've seen people quit guild because they thought fun dueling was too much pvp. but if they take away the skyshards I'm cool with that or turn off achievements in it I'm cool with that so that only way to get achievements is to do pvp. But you should still be able to do delvs and anchors and Imperial city with able to obtain gear without having to deal with pvp.

The entire point of ZOS putting delves and dolmens in the PVP zone of Cyrodiil and requiring you to go into the base game PVP zone of Cyrodiil is to require players to experience ALL of the game, including PVP, if they want certain achievements relating to 100% completion of the base game. ZOS specifically wants players to experience ALL of the base game and that includes the PVP zone of Cyrodiil. I'm sure you can figure out why game developers might include incentives to experience ALL available gamemodes.
If you want Master Angler, fishing in 100% of the base game zones, you have to fish in Cyrodiil. You don't have to PVP, but you have to fish in Cyrodiil.
If you want the Savior of Nirn title for shutting down 100% of dolmens in the base game, you have to go to Cyrodiil. You don't have to PVP, but you have to deal with the possibility of PVP in Cyrodiil.
If you want the Explorer title for 100% of the delves, you have to do the delves in Cyrodiil with the risk of PVP.
If you want Tamriel Skyshard Hunter and that nice blue dye for getting 100% of the skyshards in the base game, you have to get the skyshards in Cyrodiil. 4 of them are locked behind the enemy gates, so you need the cooperation of your faction to capture the keeps necessary to open the gates. You don't ever have to fire a skill in anger at another player, but you will be involved in PVP.
If you want Tamriel Expert Adventurer, youhave to complete quests in the towns in Cyrodiil. SOme of those are deserted out-of-the-way places on the map. Others are smack in between two alliances and see more PVP combat. You might get lucky and see no other players. You might not.
If you want certain achievements related to 100% of the base game, the base game includes the PVP zone of Cyrodiil. Locking certain achievement s behind the PVP zone of Cyrodiil is a deliberate design choice by the developers to encourage players to experience ALL of the content, even game modes that they don't care for.
