That being said, those natural inclinations don't rule a character's destiny. Neither do they in ESO. My Breton Stam Sorc does just fine and indeed the majority of non-optimal race/class combinations will do perfectly fine at everything except for a top-tier DPS test.
Now, if you want to persuade top-end trials groups that they shouldn't exclude characters that are non-optimal races, perhaps you'd have a point I can agree with. Trying to remove lore-friendly combat buffs only tells me that you don't have much experience with past Elder Scrolls games.

Unless you are judging "competitive" by the ability to get top-tier DPS in a DPS contest or by being the first choice of top-tier trial leaderboard teams, ALL races/class combinations can be competitive.
ALL race/class combinations can complete all the content in the game as long as the player behind them has sufficient skill and experience. Now, you may not find a Trials leaderboard group that wants to take you on a leaderboard run because they could have a more optimal build in your place, but that's a very narrow definition of competitive.
Short of finding a top-tier trials team, if you are struggling with completing any content on a non-optimal race/class combo - I hate to say it - its not the race/class that's the problem. Its your skill as a player.
(Your two examples are really strange. Dunmer make fine Magblades and have some bonuses for a DW stamblade. Nords with two handed and heavy armor - have you looked at PVP lately? Neither of these are the most optimal choice for that class and build, but they'll work perfectly fine.)

Racial passives should not provide any combat related buffs but be limited to "roleplay things" as already exist with things like less environmental lava damage or more swim speed.
They are made up races in a made up world similar to that created by Tolkien. The fellowship of the ring had varying races each with varying strengths and weaknesses. The fellowship wasn't made up of 9 equivalent races in V-stripe jumpsuits. They might be equal in the eyes of Eru but they are not equivalent.
This however require both players to be very good and in an 1x1 setting, standard is one good pvp players and one just after the AP. Well, in a pvp environment, where all resources are important, a 10% bonus on a resource (e.g. altmer magicka) ist extremely strong.
So, I disagree that racial bonuses are "only important for extreme top end dps". Playing a non optimum race for a class does significantly influence performance in pvp. Which is why I tend to oppose the notion of removing "any eace, any alliance".

It's a game. Let's not read too much into it, and make problems where none are. The creators of the game more than likely didn't go into it thinking about making a statement other than "hey, play my game." If you see racism, it was created in your own mind.
