I included spell crafting in this, cause even tho it ran into a dead end, i feel like an Altmer chapter is kind of the perfect place to implement it if they wanted to.
So will you buy the Summerset Chapter if it doesn't come with a new class/spell crafting?
WE are NOT all expecting a necromancer class. In fact few want it.
As to whether I would buy something before I know what it is...no. After I do, maybe.
I will buy it for the new zone, which finally is something we havent seen before in TES games, and the art book.
Hope it doesnt come with spellcrafting, cause that will just be a "use combination X or you cannot join the group" feature.

Great idea demonstrating to Zos that Chapters will sell very well without adding a new class or something similar. Poll is certainly in their favor.
While I think Zos will include something of "added value" because they have set the expectation, you demonstrated their new model will work regardless.

So the answer to your question is yes. If ZOS raised Gear cap to CP180, and locked CP180 gear in summerset, and charged money to use emotes, people would complain but still buy it.
When your skooma dealer raises prices and cuts your skooma with troll snot, you complain but the addiction keeps you buying.
