There has been overpowered sets in non-DLC stuff before, and this is only the start of the PTS cycle and they have specifically stated that balance changes don't start until next week at the earliest.
Also, if the sets are garbage then whats the point... they need to be good or nobody would use it. Wait until the final balance... it'll likely be changed.
Surprised OP is not posting in the PTS section since that is where the feedback would be appropriate.

I think ZoS should stop making content completely or release it for free. They could let hobos live in the old studio and pay them with soup to keep the servers running.

Yeah I am. Most expansions released for any game feature more powerful gear than you could get from the base game or previous expansions.
Progression and loot keep people playing. If there wasn't any gear to look forward to looting less people would want to go through the content.
If you want to be current you should need to purchase DLC or expansions. The game is already very forgiving of people with old sets and most are viable if not ideal.

This behavior is not limited to the current PTS cycle.
