Yeah, this kills my Heavy Attack Lightning Staff sorc for good.
Other builds won't suffer as much, but still some. Exploiter passive might not be important anymore.

Well that wasn't the statement but I'll bite. Its patch day 1 and you claim that it is no longer beneficial. Have you done the testing needed and figured it out?
Stop making absolute doom and gloom statements by looking at notes. Everytime people here do that on patch day and somehow the DPS ceiling seems to only go higher.
Boss enemies can only be set Off Balance once every 15 to 20 seconds. After the first Off Balance debuff ends on a boss enemy, they will be immune to subsequent Off Balance debuffs until this immunity duration is over.
I'm pretty sure Off Balance will still be usable; Sorcs just now need to use an ability spam 80% of a boss fight while Off Balance is on cooldown. So, Heavy Attack Sorcs are dead. Off Balance itself is not.
Not to mention how this changes magdk in pvp; power lash not consuming the 5 second long off balance effect, y'all think about that for a few seconds

I understand where you're coming from here but I'll have to see how this actually works in practice before concluding that it's a good idea.
It's one thing for PC players to say "no big deal, we just need to have everyone do something different when Off-Balance procs" ... because Raid Notifier or some other addon will probably flash big glowing text on your screen that says "BOSS OFF-BALANCE, DO SPECIAL STUFF NOW."
Console players, however, are not so lucky. We'll have to rely on ZOS's oft-broken and unreliable combat text/buff trackers and verbally communicate off-balance status changes.
It may be fine, but I'm not optimistic.
