Any class can solo 95% of the games content - all overland areas, all delves, all public dungeons, dolmens, even solo a lot of undaunted 4 player dungeons.
My personal favorite characters to run solo:
Stamblade: I run my khajiit dw/bow with Hundings rage, briarheart and a monster set. My main is my favorite for solo because he pushes out a TON of damage, has good sustain and resource management and I find NBs fun to play. A big perk is cloak. I don’t always want to fight every darn monster in the game, and being able to go into a delve and pick my battles to get in and out quickly is a big help.
Magplar: I run a Breton in julianos then a variety of second sets. Magplars tend to need damage help more than anything. The sustain on these is so good that you can solo most anything. The execute is amazing. The biggest downside for me is that my Templar is kinda the slowest of my go-to characters. It takes longer to move through areas.
Stam sorc: I love my stam sorc. He’s a khajiit and I have him in a sort of solo pve specialist build. I use dw/bow...I love that he can proc hurricane and blade cloak for big aoe damage and then focus on slashing with weapon skills. I play him solo in morkuldin and hunt leader. When I proc the sword it counts toward my hunt leader stam and health refunds...he can feel like he has endless resources in this setup.
magicka templar starts easier. you get an AoE spammable attack right at level 1, and after you level up and morph that skill, it will heal you based on damage dealt. a single skill that does decent single target damage, AoE damage, and heal you at the same time.
stamina sorcerer ends up a stronger solo character in end game. strong AoE damage plus self heal (3k heal per second from a 30 sec duration buff). canspend magicka to restore health and stamina. very sustainable.
I swap out power extraction (drain power morph), for shrouded daggers (hidden blade morph).
Boss'''s melt with the bow ultimate also. but I use the poison morph because the ballista looks ridiculous.
Use flawless dawn breaker or incapacitating strikes ultimate on duel wield bar.
I have trouble finding fun to play solo builds also.
Not really interested in all this trial, vma, hooddoo rubbish. found I just have to try different things myself and use guides like this as a foundation only.
I'm not going to use end game Best dps builds, because they're not fun to play.
Was using shadowy disguise until I found out the crit chance is used up by dots. (plz fix)

Bombard/endless hail is an awesome combo if you do public dungeons solo.
1. Pick whether you wan to go stamina or magicka. Because physical damage scales with stamina and magic damage scales with max magicka, you ant to go one of the other for the simplest DPS build Hybrids are possible, but its a lot harder.
2. If you go stamina, pick a race with racial bonuses that benefit stamina. If you go magicka, pick a race with racial bonuses that benefit magicka. Note: race doesn't have a huge impact outside of top tier DPS tests, but it will make you life a little easier . However, if you want to play a particular race regardless of the "ideal", go for it.
3. Gear:
Stamina = Medium armor, Bow and probably Dual wield. Some DPS use two-handed, but that's more common in PVP.
Magicka - Light armor, Destro Staff
However, if may be wise to equip a piece of heavy light and medium armor as you level so that you train all three armor skill lines so that you have them if you want to change over later.
Skills: Once you have a class and stam/magicka picked out, you can look at some builds or ask on the forums what are good skills for soloing PVE. The only must-haves for any build are stamina - Endless Hail (this is the 2nd skill in the Bow line and it will be your main DOT for both early and late game, and magicka - Elemental Blockade, an early skill in the destro staff line and an important DOT.
Doing DPS: Specifics will vary based on your class and build, but generally you'll get better DPS by laying down your DOTs (damage over time) and then doing single target and AOE (area of effect) skills. So for example, my stam sorc casts Endless Hail and Poison Injection with her bow first because both are DOTs, letting the damage tick on the boss while she starts doing single target attacks. My Mag Sorc uses Elemental Blockade and Liquid Lightning in the same way, letting the DOT tick on enemies while she does other damaging skills. High DPS is a matter of learning and practicing a rotation of DOTs and single--target skills so that you constantly have multiple sources of damage from your skills hitting the enemy. If you have a guild with a training dummy, those can be really helpful for practicing your DPS and your rotation.
