End result is the same, if not better. You can look how you want,wearing what you want. Don't really see the issue.

Yes it is. Build-a-costume and restyling individual pieces of gear are vastly different implementations.

No it's not. When I take off my Ebon armor and put on my Hundings, I'll still be wearing the same custom costume. I was looking forward to being able to transmog my armor, not cover it up with a single custom costume.
It's pretty clear that this design decision was driven by how they want to monetize it. Kind of sucks that such a long-awaited feature was so badly bastardized, just so that they could sell more costume slots in the Crown Store.
Based on ESO Live today, here are answers to some of the questions here:
1. Each character gets 1 costume slot, more slots can be bought with crowns. Slots are not account wide.
2. Motifs are pooled into a collectible, so if you know a motif on any character, any other character can make a costume with it
3. Fee varies depending on the tier and quality of the motif and it's per slot. Basic racial styles are 100g per slot, and high level motifs are 2k gold per slot.
4. 1H and 2H weapons you can make look like other types (ex, axe look like sword) but it's purely cosmetic and no affect on passives, etc. Staves can only look like other staves, bows like bows, etc.
5. In next update it will only work with motifs you know, but sounds like undaunted type styles may be something in the future, but no confirmation.
6. Was hard to see the screen, but it looks like you can do each tier of a motif. So if you want it to look like level 1 wood elf, you can. Rich only had dark elf on that character and there were multiple options for each armor type, which I'm guessing are the tiers.
7. You can use any armor type to makeup your costume. So you can be wearing a light robe costume but wearing full heavy as your actual armor.
8. Weapon dying will be in as well.
9. Dye stations in homes will be costume stations after update.
10. You can swap between saved costumes (if you have more than one slot) anytime you want (no cost). Cost is only for saving out a costume.
There is nothing to complain about this system whatsoever. People need to wait for full information until they lose their minds.

What i hope is that crafters can make pieces of armor/clothing tha they can use for their each characyters outfits and give or sell to others.
Aside from the possible costs, I'm liking what I've heard about the new "costume" system.

There is at least one MMO with a completely free transmog/Wardrobe system (although the costume slots aren't free, but you can pay with in-game currency), that's Rift.
