I'd say it's usually Arabic/Middle Eastern. However in eso it's straight up Russian sometimes and it doesn't sound right to me lol.

There's a few different accents in-game, likely stemming from the lore fact that Khajiit originally were 16 different tribes. There's gotta be a lot of diverse culture in there so it's easy to identify a few different accents, depending on which voice actor they used.

The way a Khajiit speaks is different for each of us yes.

Many of us have grown up travelling along long cold roads only dreaming of the warm sands of our homeland.

Some speak with a more local flavour yes. Most of us choose to speak in a way that is easier for the hairless ones to understand.

There is no one way a Khajiit speaks. Each speaks with the tones of their own life history and experience.

Only Shazah and Khali speak with a Russian accents, the rest of the Khajiit speak with Indian, Farsi or Arabic accents. Those were more common in previous Elder Scrolls games as well, Oblivion and Skyrim, since the previous ones weren't voiced. Khajiit architecture and certain aspects of their culture hint mostly at India and South-East Asia.

i think it sounds like someone from 50 years ago who never heard a Romany accent was asked to do an exaggerated version of it, based on imitations from bad movies. i actually don't hear any Arabic in there at all. maybe a touch of Farsi in the Rs but no Arabic i can hear. to people who hear Arabic: what aspects of it remind you of that?
