Not out fault did refuses to balance pve/pvp separately

100% agree. These types of weapons alone would be enough to incentivize people to PvP more (especially in IC).

Yeah same like Asylum weapons incentivized people to PvE more. After 3-4 weeks from Clockwork release nooone was doing AS because everyone already farmed everything he/she wanted...
Also problem with PvP is that it always rewards zergs more. When in PvE You always have same size of groups and same difficulty level of content that certain weapons drops from in PvP size and cheese builds matters and adding weapons from PvP would only encourage people to zerg more because it would be easier and faster to farm this weapons in zerg which would make zergs even stronger .

Not even close to the same comparison. I could farm out my Asylum weapons in a few runs. Weapons available for Tel Var actually require significantly more playing in PvP.
On top of this, the massive influx of PvEers (and even PvPers) causes exactly what we want - action in IC - while also lessening the Tel Var gained for many and causing them to stay longer. They engage in a lot more PvP instead of PvBoss which is also what the goal would be.
There is also the long term goal of buying “Perfect” weapons which, unlike the current Perfect Asylum weapons, would actually be obtainable but at a steep price.
Feel free to disagree. Your comparison though is very far off. Someone who wants an IC-based ability-altering weapon for their build can and will play IC PvP for a very long time to get the perfect version. These current Asylum weapons are very easy to get while their Perfected versions are basically inaccessible. There was no grinding involved except the two-day grind to get weapons from Normal Asylum. It’d be completely different if a perfect “IC weapon” costed 100-150K Tel Var.

Maybe a weapons that you could buy with Telvar or Ap, or a Chest asking you for 600 key fragment.
Yup. Can’t be leaderboard-based. Buying for Tel Var would probably be a perfect way to go about it tbh.
There's no way that you can base a weapon set as a reward for PVP that doesn't include a leaderboard or that won't be available to the masses. Anyone can grind Tel Var Stones, AP, and Key Fragments. You can accumulate masses of Tel Var Stones and AP over time without being skilled. Hell, you can buy Key Fragments.
I don't think there's any way to reward someone in PVP that solely attributes to their skill. The Emperor was supposed to do that- but as we can see- people repair walls.
I think it would have to go off of Battlegrounds Leaderboards. There's no walls to fix in BGs. Though, playing there is toxic if you're PUGing. Still, though, you'd have a chance every week to earn the PVP Master Weapon.
Sorry but can someone explain to me why spending a lot of time in cyrodiil to gain weapons should be different than spending time in dungeons? Ultimately you dont become emperor or top 10 if you are bad at pvp, as you wont get to the best dungeon gear if you are bad at pve....Unless you have a guild to carry you, but that goes for both game modes doesnt it. Dont believe just because you are good at ganking cavebosses you should be rewarded much more than those good at farming ap. Id even suggest the time to get a high rank at cyrodiil boards are 3 times that at least, of farming all cave bosses. And the reward comes once a month, while the pve reward you can reap several times a day. If weapons were included into leaderboards, it would probably have a very good effect on cyrodiil as a whole, and maybe repairing walls wont be enough anymore...
