i seem to recall a recent thread that said those were on sale while pc werent.

The bolded is incorrect... the game is for the COMPANY and its INVESTORS... it is NOT for the consumer. This is a for-profit business, and as such, it is designed to make money, not give things away. ZOS wants to make as much money as possible and will not allow players to 'save money' for a sale when they can, instead, get them to spend money at full price for Crowns by not pre-announcing a sale.

And you know who pays the company? The consumers. Keep the consumers happy, and more of them will pay. Anger them, and they will leave. Saying that it's for the investors is one of the most vapidly empty sayings out there, because ultimately, it's the consumers who control the purse strings. That's why there's the saying, "The customer is always right."
In any case, a lot of profit-making companies announce sales. To build anticipation/interest/hype. And ESO support has in the past compensated people who bought full-price crowns right before a sale, so they know that a satisfied customer is worth more profit in the long term than getting a 1-off sum that will sour future interactions with the customer.
