I was 'one-shot' by another player who managed to get two snipes (and a venom arrow, DOT and poison) off quickly enough that server and internet lag made my character appear to die instantly.
So no, based on my own review, it does not need shortening.

Oh man... At first i thought this is sarcasm. But then i realised, the OP is serious.
Have you have been "1-shot" by 2 snipe-shots + poison-arrow? Doesn't seems like. Even in heavy armor you get killed within one second, without any chance to avoid this. And you are complaining, that the cast-time is to long?
This game is not "pressing one OP button all the time and do the highest dps". If you're really struggling with your dmg, you should take a look about your build.
I mean, iam totally with you - it's not possible to make a valuable bow-build. Most of the time you only can use the bow, if you can't get close enough, or you're using it for buffing. But reducing the cast-time of an already broken/OP skill, is not the right way to get rid of it.
Heh reduce the snipe cast time? Ok, but reduce its damage adequately. Cast time reduced by 50%? Reduce its damage by 50%.
There are some builds that use snipe with success - LA targets get hits 15-17k with just one hit, (I should mention that when cought they die faster than their targets) imagine now that they can spam it...

But anyway snipe has longer range with a much more powerful effects, e.g. Major defile.
What it needs is to become a long range cone AoE (i.e. warden Shalks, except longer range & narrower cone) that is undodgeable/blockable/reflectable.
That'd make bow builds viable across the board and not just a niche build, while raising the general skill cap of playing a bow build (due to having to actually aim those snipes).
Granted, reducing the cast time would also help, but it'd also make the combat a bit clunky as there's still 1s GCD after skill usage.
So if you were to reduce the 1.1s cast time of Snipe to say, 0,5 seconds, you'd have that half a second where you try clicking snipe again & it doesn't cast at all because of the GCD.
Or if you tried to chain another skill right after the snipe (i.e. Bombard/Acid Spray for Asylum Bow builds), it wouldn't go off & it'd be impossible to land them properly at the same time interval.
Another option: swap places of Rapid Fire (ultimate) & Snipe, and adjust the skills accordingly.
That would make Snipe a strong burst dmg ultimate, while giving bow the spammable sustained DPS skill they so badly need.

Oh poor pc guys, having people use maits. Consoles dont have that luxury, we just have to put up with snipe spammers (yes all they use is that one skill, maybe a mark target)

Snipe should be removed from the game. Only garbage players use it.
