Same place as the Soft Leather and Quality Fabric, Folded.
These items drop from general thievery. I've found them in provisioning barrels. In household cabinets. From pickpocketing NPCs. They're available from any zone. The range of sources from which they drop is very wide.
They are pretty rare, though. I was leveling Ledgerdemain on a character, so for weeks I was looting literally every stealable container that I could conveniently get without being seen and filling my fence/launder limits each day, and I only got a handful of these items.
