    No I guess the Cipher remains the rarest drop in game along with Ayleid and Morrowind/CWC furniture plans. I know I loot everything in sight and didn’t get one of these in all my game time...

    11 runs x 12 players = 132. So over 1:100

    Well once I looted a random chest in Vvardenfell and looted Buoyant motif page. It doesnt mean that this motif actually has 100% drop chance, I just got lucky.
