Before talking about bans, let's take a look at what ZOS doesn't ban for:
- Getting no deaths, speedruns, HMs in trials through exploits (vRoM, vCoS, vMoL). All happened before, people could solo vMoL HM on a Sorc for months, none got banned.
- Skipping all stages in vMA and go straight to the last one. Made farming easy and didn't give a score, which was practical to hide your farming activities. None of the people I know that did this got banned.
- Using Cheat Engine in PvE for better scores (infinite ultimate spam + god mode).
- Using Cheat Engine in PvP silently, without bragging about it (infinite ultimate spam + god mode), i.e. only reported by others.
- Carrying other people through tough achievements by playing on their account, for gold or real money. While against the ToS and very easy to prove through IP checks, it is widely practiced (and widely reported). However, my guilds practiced this a lot and my potion costs are covered for the next years in ESO (as well as future game purchases on Steam). Not a single ban case.
- Just for the sake of this list: Taking an enemy (or your own) scroll and bringing it to another enemy in PvP. I always do that because I find all the rage fun. I do not overestimate if I say that at least 2000 people must have reported me by now.
- Underground hack in PvP. Getting into enemy keeps with the help of a Nightblade friend without sieging and taking them from the inside.
What people were getting 3-day bans for:
- Using Cheat Engine in PvP, spamming infinite meteors while having god mode. Posting videos of oneself doing it on YouTube, then reporting oneself to ZOS.
- AP farm glitch on the first double AP event. All my friends got their Grand Overlord this way in just a few days. ZOS did ban for 3 days, but only those that were not ESO plus or regular crown store customers. All got to keep their title/achievement.
- Infinite resources, i.e. infinite gold, from a bank exploit through writs. 3 days ban. All people got to keep their resources/gold.
What people were getting permanent bans for:
- Impersonating ZOS. If you write a message to someone, saying "Hi, I wish you a great day. Sincerely, ZOS," and that person reports you, you're out. For some reason, they really don't mess around when it comes to that.
- Credit card fraud, Crown Store exploits.
Questionable things:
- Botting. They used to get banned (permanently) fairly quickly, back when ESO just came out. However, by now ZOS faced the awesome EU legislation, which puts consumer rights over everything else and, if violated, can easily ban you from receiving EU payments until matters are resolved. So when ZOS sees a bot, bans him, but that "bot" goes ahead and complains, saying "I'm just a consumer, I don't like talking to anyone, I enjoy this game by pressing the same buttons over and over again," that's a problem for ZOS. Hence, bots are not getting banned anymore.
Now, knowing this, just go ahead and enjoy the game.

No, exploiting is not fine. The only thing I admitted to was selling achievements, but there's actually tons of threads here on the forums where people are looking for carry runs for gold. It's accepted by ZOS.
Yes, I have many friends that exploited before. Doesn't mean they're bad friends. Furthermore, I can't say the game treated me very fair, either. 600+ vMA runs without the weapon you want can change your attitude and turn a righteous person into an exploiter if you start hating the game with enough passion. Yes, retrait fixed these problems.

Will it get fixed? Will it become a norm for group to use to farm rewards? Honestly who knows with ZOS.
....however I’ve also heard the disgusting rng on runebox drops. Not gonna lie, it is very tempting to figure this exploit out if runebox rng is as atrocious as I’ve heard.
Hopefully ZOS patches whatever this exploit is asap but also bumps up that runebox droprate. I’d hate for undeserving groups to get the title/skin/runebox but those who can beat HM shouldn’t have to farm a 30min fight 100+ times to get everyone a runebox drop.
Another thread popped up about a Snipe exploit in vAS so there’s a good chance it’s as absurd as the vMoL HM exploit was.

Even some bystanders that were wearing white-ish armor got the ban hammer, though 1 or 2 people that could prove their non-participance got unbanned. I legit have not heard of the sorc HM exploit (if that's a thing), VMA passing, and even people using CE in PVE groups. If you knowingly cheat and let others know you do, good guilds drop your keester fast.
I know about the Maw clear exploit tho. Some dumbo decided to share how the exploit was done and got permabanned for it.
What do you do if you are at the last boss and somehow a glitch happens so it can't damage you or whatever? Everybody drop their contollers and stop moving? Yeah, sure.
I think you guys are often crying for bans too quickly. Take the skins and titles from them, fix the bug, done.

Yeah that’s what happens with most exploits. It’s an act of self defense against the game not working correctly. Poor exploiters.
