Its a quest reward for the chef in the CWC thieve den. I dont recall the stats atm, just know it uses perfect roe

It's just the extra health recovery, the other stats are almost the same as Whichmother's Brew. And health recovery is a pretty useless stat.

You get a few hundred extra max magicka and max health. And while the health recovery is underwhelming, it's still better than nothing--icing on the cake, so to speak. I'm certain that competitive players trying to set a new best score will be using this food.
Also, the costs aren't too extreme considering that a hour's worth of potions would cost substantially more.

Of course not. That wasn't the point--the point is perspective: that the cost is comparable to and actually somewhat less than other expenses that people are incurring anyway.
And for the kinds of people who would consider this level of min/maxing, they can probably do 3 runs of vMoL or vHoF in the 2 hours that this food gives them, which is 45K worth of Plunder. Let's say that Perfect Roe doubles in price because of this food, and we're now looking at 18K per Roe. Even at that price, the food would only cost 4.5K for 2 hours, or 10% of the Plunder earned in that time.
Yea, it's still very expensive. But not so bad if you put it into context.
