The addon got placed under the discontinued category after the event ended last year. But I expect that it would still work this year. And if for some unexpected reason it doesn't work, I think I could convince the author to fix it.
Can anyone confirm for me whether it's three minutes or five minutes? I seem to recall it was five minutes last year. On console anyway.

Just loot the bosses in pledge dungeons, run nMA/vMA and actually loot the chests, go wander over and solo a world boss here and there. If this goes anything like last year's plunder skulls, you will be drowning in worthless motif pages and recipes before you even know what happened.

Public dungeon bosses seem to have a higher cooldown than three minutes. I've been circling the Vile Manse for a while now, and while I don't have the exact time yet, it took longer than three minutes before another skull dropped.

Yes, people reported last year that non-instanced bosses have a different cooldown. As someone mentioned earlier, it's 3 minutes for instanced content (group dungeons, trials, and arenas) and 5 minutes for other content. I have not verified the 5-minute claim, though, since I like to avoid crowds during events like this and stay exclusively within instanced content.
I had good luck with a few of the public dungeons that had several bosses in a circle, I wasn't able to one shot them so by the time I took them and the adds in a loop, the very first one was re-spawning again.
