I'm tackling the root cause here and a lot of people in this thread are saying "Ha! In your face, ganker!".
Those people (and a whole lot of others) are missing the point. Let's trace back to the initial issue on why CA is nerfed. The fact that someone can pre-buff themselves with CA and then within 0.5 seconds to seamlessly swap with another set is due to....(Imma let you guess it)........ YES that's right! ADDONS like Wykydd Outfitter and the likes. Since ADDONS are the ones enabling the player to do that. ZoS, again; SHOULD and MUST limit API or disable ADDONS in PvP or in certain game modes.
Changing the mechanics in CA is not even remotely a solution to the underlying issue and cries from players who complain about CA. That's an idiotic and downright dumb move by the devs.

Solutions would be to 1) changing gear breaks stealth, it might even have an animation
As said I only ran into this in PvE sometimes then tanks switch roles.
2) drinking an potion put you in combat for 15 seconds.
3) have CA effect only work if CA is equipped, this is most logical but might be hard to implement however its lots of talk of backbar effects then you swap weapon.
So you can't use clever alchemist to gank etc anymore unless you hit the person first or they hit you first in order to get the proc to increase your weapon damage or spell damage this is ridiculous this will ruin clever alchemist I usually popped a potion before I hit someone not after I would already hit them this set will be useless now for certain play styles
I love it when ZOS ruins both of my characters! I use Clever Alchemist on both my magica nightblade and my stamina nightblade and it's the only pvp builds I've mastered and know >.<

I believe they did this to fix that bug.

This set was designed from the beginning for ganking. Now it is useless for the primary intended purpose.

Yeah I run a bow gank build it's already hard enough to use the bow cause it's so under powered but I always had clever alchemist to look forward to make up for the lack the bow does before I would hit my target now your forced to confront your target as a stamina nightblade to get your damage increase nightblade are already squishy as it is we don't like to confront anyone nightblades like to burst people down then move to the next
Translation:
Us Stamina Nightblades are cowards who only want to fight unsuspecting opponents who we can (hopefully) burst down before they can fight back...
