You don't need to report every character in the Bot Train. Just get one of them and in the report include the approximate number of bots in the group and the general area you found them in. The Game Master will see what is going on when they go out to investigate.
Every single time i report bot i write there name in chat and i say " If you want to clean your game of these stupid damn bots , report them also here are the name : abc , abcd , abcde ect...
And after that i make a screen and i keep this , so i have a screenshot from the 15 september ... and as you know they are still running at kardthar so ... I don't think they care.

ZOS must have a reason for not jumping on this. I suspect these are all paying subs and each ban represents a loss of income and that results in a delay.
