With respect @AzraelKrieg, that's a lot of work for something that really should be handled by ZOS.
@ZOS_GinaBruno, stray thought: Why don't you guys have a couple GMs patrolling zones a couple times a week, looking for large concentrations of bots?
You don't need to report every character in the Bot Train. Just get one of them and in the report include the approximate number of bots in the group and the general area you found them in. The Game Master will see what is going on when they go out to investigate.

I really have my doubts that these investigations are happening with any regularity or timeliness. I personally have reported bot trains in Auridon's Tower of the Vale location farming wolves at least 10 times and yet there they still are today just like yesterday and every day for the past year.

Would be nice if it was instant. However I have seen them removed after a few days. We had a several month stretch where the bots were not being dealt with. However recently I do see evidence of bot removal when I go back an area several days later.
The other problem is, while the bots go away, they tend to come back to those areas after banned person sets up new accounts again. Of course if they would just use the same tech that makes me re-verify my hardware when I change out a video card to hardware signature these people, then ZOS would make some headway in keeping them out by banning the machine.
ZOS does not need a sophisticated unhackable defense against these people. Why? Think about it, these are people who can't get a real job, who try to scratch out a megar living annoying us while running a gold or character selling scheme. If this is made difficult enough then the leeches will move on to another purpose in life, like making itching powder or something.

I Know most of the spots, so they could me me a GM.
Only problem is, I would really get the Botters all upset and bothered because they would not be getting 3 day bans it would be permanent, and they would not be keeping their stuff, and all related accounts to that IP or Machine would be getting banned and if they ran a guild, that guild bank would be eliminated and the guild disbanded. Yea, they don't want me for a GM.
