I've noticed EP having consistently higher population in the last month then in the previous seven. The times that there are only a handful of Pact on are becoming fewer and shorter. Evidenced by campaign scores and location of Scrolls. So I'm inclined to disagree also some of the best players I know use pact races frequently.

The other day when EP was one keep from emping Raci. Some decided it was best to hit Dragonclaw then move on DC scrolls.
I think this was mostly because they didn't want to emp Raci. Which was expressed in zone when an individual stated they had no interest in emping him. This person was leading probably the biggest group at that time.
That logic is a bit ridiculous because emping helps the whole faction. I don't find this on DC, not sure about AD. But I've never seen where DC sits back intentionally not pushing last emp keep.
Like I said, I haven't seen it. Every time a player was up for emp on DC and it was within reach they've pushed for it. That has been my experience, which doesn't encompass everyone's experience.
