As you may know all zones have invisible walls surrounding them, preventing players from running out of the map area. Houses also have invisible roof that limits how high you can build. This video was possible because the invisible roof of Grand Topal Hideaway had a hole in it, allowing players to get above and walk on said invisible roof. As far as I'm aware it has been patched.
That means invisible walkways were not player made at all. And yes, even this house has a item limit, this player likely just didnt have any other items in their house except the planks and items you see in the video. And likely was an ESO+ member and had double item limit.
None of these has anything to do with flying mounts being possible. As far as I know flying mounts will never happen because A) the zones were not build for it and with a flying mount you would be able to get to places you shouldnt get. And thats not a few places. That would be pretty much everywhere where the map ends. Also you would be able to skip quests. And you would be able to skip bosses in trials. B ) That would let you just fly into keep in PVP and skip the siege (though I suppose flying could be disabled in PVP) and C) may have something to do with pathing AI or engine limitations
