I never understood why they were bound in the first place. Not only that, but these things are bound to your specific character which is a much harsher restriction than we find on any other item I can think of.
They seem like a perfectly normal item to trade imo.

Containers are earned from repeatables like trials and some quests. I think they also drop from one-time quests, but I'm not sure. Not sure what justification these have.
Undaunted keys are bound so one cannot go do a bunch of lvl 45 pledges, then transfer keys to a cp 160 toon for shoulders. Which is completely understandable. As far as sigils go, they should have always been unbound and bankable/tradeable. The more ways for TV to be sold the betterr, IC is usually pretty dead except these 2 weeks of the year.

Quest reward containers have gear set to a level. Probably the level of the one who opens it. That would be the easiest way to code I vs having to code bags for all 50 levels and all the applicable CP gear levels.
