Unless it goes live as an in game item I wouldn't say they pulled it out of the game, this was released as a crown store item. Also, it's purely cosmetic so that's the exact type of items they should sell if they are going to have a crown store.

However if you looked at the thread I linked, it looks like zos was going to put it as a In-game item and the shaman skin as the crown store item but decided the ugly shaman item wouldn't sell and so gave achievement hunters a skin most wouldn't wear while the awesome skin is earnable with you wallet...
In other words they intended to give us the awesome item in-game, decided the ugly thing they had wouldn't sell and then switched it around
BoE dungeon loot is a better incentive to run a dungeon. Sure, official numbers last year reported 7M unique players. Official numbers from february this year notes an increase of 1,5M players, totalling 8,5M over all platforms. These are statements from ZOS of course, though the steam player charts do reflect that as well (though it only tracks players playing the game through Steam, the trend is nevertheless observable ) with the expected drops around holiday seasons and surges in numbers around updates and the likes, though the increase in players within the last six months is quite a bit more drastic than the ones before it.

I decided to post this link here as pts isn't a forum that gains much traffic. Datamined was the amazing bloodroot skin that makes your character appear to have lava, and the description even hints it was intended to be a In-game item... instead they replaced the skin with a helmet most people will not use and the only other earnable skin is the ugly shaman skin I wouldnt wear even if I got paid to.... Why this mentality? It's like the same reason they won't add guars to morrowind's stables for gold... all so they can sell it to us for irl money...

There's things datamined that have never made it into the game thus far, and until it and is actually available in the game we can only speculate what method would be used. For all we know it could be for future content we don't know about yet.
