Accounts are not cross-server, so activating morrowind on one account is in essence the same as activating it for that server. EU an NA are completely separate system-wise, as far as I know.
You dont need to purchase it twice.
You only need to purchase it twice when you play lets say on console AND PC. Because those are two differnt platforms.
IF you play EU PC and you wanna go NA PC, then you only need 1 copy obviously.

I literally cannot understand why would someone make accounts on both NA an EU and juggle between them rather than focusing on one main account and actually made something out of it and their interactions with players there.
If you live in EU, have an EU account. If you live in NA, have a NA account. That's how the system was designed and that's how it's normal.
