When going through Cadwells, I would stick to the main city in that zone just because I wanted to learn it. Otherwise I either go to Rawl'kha, or Daggerfall.
Riften for the music, the scenery, the nord theme, the many things scrunched together (crafting includes woodworking in the same building, right next to outlaws den which is next to the bank) and the proximity to my house.
For me it is a tie between Mournhold and stormhold.
I love mournhold cause the place is spectacular and great for when I do my crafting writs.
I love stormhold cause its great for when I need to refine/decon all the gear I acquire and then its just a short run to the bank to deposit all the traits.
ATM it's Davon's Watch, primarily due to crafting writs. The crafting stations are a nice tight cluster for all but provisioning, and even Provisioning is handy at the Fish Stink when you're on your way to turn in the writs. The writ boards are right near the stations too. Then on the way back from turning them in, it's easy to get back to the bank, going behind the woodworking and alchemy buildings, so that you can pick up the occasional extra nirnroot just past the achemy bldg.
When my focus changes I may try "setting up camp" elsewhere, but I even did the same in the standalone games. I always returned to Balmora / IC's Market district / Riften in MW/OB/SK, like I was going home in each game, and Davon's Watch just kinda became that for me here too.
grahtwood- the best city ever. all crafting device, crafting station, bank all in one big room.. and you are only one room away from the shrine. it is where i go for everything
Either Rawl'kha or Sentinel, both are very convenient and my main houses are located there. Also I'm a fan of both Redguard and Khajiit styled items ;--)
vulkhel guard. Not sure why. I've just been going there since console launch. Crafting station is a bit away from the wayshrine but I'm used to it I guess.

Shornhelm for 2 who take ride lessons
Mistral in Khenarthi's Roost for crafter and trader. My favorite town in Tamriel since 2014. Everything here and npc dialogues are adorable. Anytime you can take round walk to hunt treasure chests and nods. And I like to help little bananas in zone chat.

Though my home is in Wayrest, I consider Shornhelm in Rivenspire my most favourite town - I fell in love with it the moment I entered. Beautiful place; kudos to the designer.
I don't really spend much time at all in any city, I only pop in and out. But if I had to choose one, then to do my crafting dailies, i'll port in to Mournhold, do them then straight to Belkarth. Don't really hang about for anything else.
