As others have said I would imagine it's intended, so expect a large outcry of P2W posts when it goes live.
I can see why they did it, why pay real money for something if you can only use it once a day for the next 30 days?
Not sure how I feel about it though, as it does take an actual gameplay/time investment system and remove it from the game if you've got enough money.

Som will Say p2w but as of this update crafting is still extremely underperforming compared to drop sets and we still dont have jewlery crafting so it the long run just seems like alot of cash for nothing but a few dyes and an achievement..

Well, in any situation where in-game competes with Crown Store, you know the Crown Store version is going to be better. The in-game version has to have hoops, red tape, miracles, and a minimum of 1000 in-game hours before some RNG has an even chance of coughing up what you need, and after all that, it will be inferior. Anything less and people will grind instead of buy. I'm all for them making money, but they do tend to get extreme.
I think the master writ system is enough of a struggle to make the crown store scrolls viable without making the voucher version weaker. Plenty of people will still buy them from the crown store to avoid the writ grind.

Well, that really cannot be answered without details.
First, how many vouchers do these things cost? I have no idea and anyone who does cannot say. At least not in this thread.
Second, can the in-game research scrolls be used by anyone? Any character on the account? Can we sell or give them to other players? If not, then these are useful only for a player that has a level 50 crafter already doing Master Writs. The utility is reduced. Again, anyone who knows cannot say.
Third, will any Crown Store version have limits? Can it be used by any character on the account, in any quantity? Only the character that buys it? If treated like Riding Lessons, they will probably have a much greater utility than what they are selling from the Master Writ merchant, but will be limited to the character that buys it.
With the proper answers, we can know how attractive a Crown Store version would be. There could be no reason to bother spending vouchers on these things when Crowns can be used. If the cost and utility bias is favorable. That is exactly what they want, and what they want to hear.
I wonder how much these are? It would take 315 of them to be able to research all the traits in one evening.
