That's because we use biology incorrectly when it comes to humans.

What we call breasts are actually teats. Actual breasts are the muscle mass of the chest. Both women and men have breasts. On women, they're underneath the teats, which we, for some reason, call breasts.

It all probably has something to do with squeamishness about reproductive biology, especially in the English-speaking cultures.

EDIT: Also, wait a minute. Chickens aren't reptiles.

Even the argonians have versions that are far more human looking... As redundant as it might seem, I really hope we get a TES game at some point where we can actually select from multiple versions to play... khajiit having them can be easily explained. Azura created them and she probably wanted them to keep some of the human traits. (this would also explain why they have human hands and feet instead of paws).
