Yesterday, I had a 500CP DK dps using dual resto staves. I left right about the first boss.
I' m just trying to understand the part of them being CP 600 and playing that way. How can they play like that being high level?

Although number of CPs never meant anything, I also noticed increased amount of weak high cp players last few month. Many people "level" by joining dolmen zergs, grinding zombies at famous overland locations and by being carried at Skyreach catacombsAlone, they struggle cause those ways of leveling apparently haven't taught them anything.
It's hilarious and sad when cp600 player enters public dungeon, and when pack of mobs surrounds him, he uses... Blood Altar and UppercutProbably when he was "gaining experience" in group at dolmen, his actions seemed effective
Or other almost capped cp player in a delve - sorc with Clannfear and Uppercut. Almost 600 cps, only 2 abilities - and he didn't even use Clannfear for healing. When I saw him, he tried to kill 3 mobs, but died. He resurrected and run to try his luck with boss...

Yes, an very low level player is more useful than an cp600 doing light attacks because of the battle scaling.There is a vote to kick option for a reason...
I don't think there much ZOS can fix regarding to this particular issue. This is the bit where the community need to make a stand quick out queue jumpers and leeches. In my experience people are reluctant to kick high cp members even if they are totally useless or jerks. As long as people are more fixated to kick lowbies this won't be solved.
