Some do. Cyrodiil sets immediately come to mind. I really hope this trend doesn't spread to others though.
You'd just have to grind longer to get your ideal matching set.

Or they finally just give us the ability to Transmog as ESO+ members or crafters to remake items in the desired style and trait. It will eventually happen.

If they make it ESO+ only that would be BS. With ZOS being ZOS ESO+ will probably get it the easier way. Similiar to costume dyeing. ESO+ members will get it for free and much more customizing, while non-subs have to buy them(pre select). All of that is about costume dyes. It's used as an example.
