Even in PVE, if a random in my group is wearing a costume, I can't determine what type of gear he is wearing, and thus, his effectiveness.
Except for a few cases like monster helmets/shoulders, you can't determine their gear anyway.

PvP - If they killed you, they were better than you.. No need to see their gear
PvE - if you win the event, goal achieved.. No need to see their gear

I 100% agree that it should not be allowed in PvP. But if it is allowed, gotta use it.

Ultimately it depends on your play style.
I just see it that if your opponent knows more about your gear than you do their's, there is an imbalance.
But, I know this doesn't hold true with everyone's strategies.

I made some heavy bulwark to try out in pvp. In ra gada.
Those bars with the feathers are ridiculous.
I wear costumes because all the cool motifs I learn are useless.
