It gives 2 max stat buffs and one recovery buff, so it should be a food. It could be that the recovery buff being listed first classified it as a drink when it shouldn't be or completely stolen info from another consumable is showing instead(likely considering it says it is a rotmeth drink).
the magicka counter part is drink, the icon is a jug and the description alludes to it being a drink. The recipe is wrong, not the item itself.

As for "providing far, far more raw stats than any other set combination", not true. I am at; 62K max magic, 20K health, 2.1K magic recovery, 48% spell critical, and 2k spell damage, that does not include imperial physic in IC. I would say it would be broken for magic players to have a food set bonus when we already have good gear combos, plus this does not limit the possibilities of any future sets that might be added.
[Edit]: My only concern with this is that with the CP nerf to sustain coming with Morrowind, stamina player's will not be affected as much as magic players (with the bone pirate set and Dubious Camoran Throne), but ZoS has not finalized said decision, nor has this been tested. We will see.

High elf, Inner Light (main bar), Bound Ægis, undaunted, shooting star (main bar), Necropotence x5, Maw of the Infernal x2, Grace aüf the Ancients x3, Willpower x2 (S&B main bar), and mage stone.
Also have a buddy running war horn so I can go 67K, 70K if I swap [Maw of the Infernal] for [Infernal Guardian] x2.
The other think that erks me about this discussion is the fact no one has mentioned about the percent bonus multipliers to resources, there isn't as many for stamina as there are for magicka.
